I have the honour to report to you on the
state of Victoria School, the charge of which was handed over
to me on May 1st. I have not before me a copy of the Reports of the Inspector of Schools and of the Head Master which were read out a few days before at the Annual Prize-giving and I feel
rather diffident in expressing opinions which may differ from
those expressed on that occasion.

The Assistant Teachers consist of Mrs.
Morris, Miss Rutter and Mias Moleil. I consider the first two to be capable, hardworking, experienced and successful teachers.
Miss McNeil has only been here for a month and has had no previous experience of teaching. She is an expupil of both K.S. and V.S., has a pleasing disposition and works hard. By
your instructions I am giving her a 3 months' trial at the end
of which time I shall report to you.
Property.
I consider the school property, with the
excepion of the desks, to be in a satisfactory condition. The
desks are not in as good a condition as those of Kowloon School in spite of the fact that the latter are about 3 years older.
This is due to the difference in floors; possibly the same
qmount of respect has not been shown the desks and also,
possibly, the V.S. desks may have been originally of inferior
quality. I give a list of the desks.

Sanitation.
I found the sanitary, lavatory, latrine and
water supply arrangements unsatisfactory and reported to you
accordingly.
